2. Your custom legion may only be at max 21000 power(22 if all 1 clan)
3.Reply with your custom legion
4. A deck must have 38 cards of the same clan
I.E
Legion 20000
Liberator of the round table, Alfred And Blaster Blade Liberator.
Yes, You may have cross clan legions Such as Dual legion MLB.

Could you give some more details on this? Would the custom Legions get skills that only activate in Legion instead of Limit Break? What are the rules on multiclanning here? Single Elimination, Double Elimination?

As said in the rules, only rule with multi-clanning is the deck must have 38 cards of the same clan.
