hmm but he could instruct ren to use a weaker deck for low-grade People after all it would be pretty hard to try to win against abyss with eclipse anyway regardless of the opponent.

That's what i mean overall, but it would be bad to design a player as an target to certain quests, and make him use different decks for each specific grade of the opponents who tries to complete it. That's why i don't like the restriction idea.

In the anime they had handicaps where the more experienced player had disadvantages in order to go down to the challenger's level.
This kind of quest would actually work well early on while everyone is at Grade 0 or Grade 0 and 1. The longer this goes on, the more difficult it'll be to keep track of, but maybe...
Grade 0: Card A
Grade 1: Card B
Grade 2 and up: Card C
This would reduce the amount of quests and the target player would use decks that fit the criteria of certain grades.
The target player also can only be a participant in this mini-game.
The target gets exp points so that they also don't get the short end of the stick.
There should also be an option to fight the player of a higher grade with no handicaps, being a lower grade player and winning will have hefty experience boost depending on the grade difference.

Well in the anime, luck is rarely counted as a factor and the stronger player nearly always wins unless plot-armor.xD
IRL a player who knows the basics might actually have a higher chance of winning against a slightly experienced player if he is handicaped. Although quest-wise the way you suggested might work and it's ok if you want to use it, i personally don't like the idea of restrictions, since it keeps the player from playing what he wants and kinda takes the fun of it(At least for me).
There's also the problem of people aiming to be a clan leader of a certain clan, or simply playing the clan they like, that won't be able to do it since clans like Gear Chronicle, GP and Genesis didn't exist on season 1.
Hope:
I was thinking of having restrictions removed for clan leader tournaments, having the clan as the only usable deck is a restriction enough in that.
Being clan leader gives rights to use all cards in said clan regardless of grade.
All roads shall be open to them!... or something.
