Usually most people on Area do follow the Japanese Banlist.
The game itself doesn't have a restriction on it, it's just almost everyone plays with the Japanese banlist, and everyone seems to know it.

Extreme Format would like a word with you sir :P

But yea like helios said. Most players follow japan restriction list for clan fight which barcgal is banned from starting. Extreme format is the only exception but people rarely plays this format.
