First one: 4/10 it just isn't Dragonic Overlord...
Second one: 6/10 don't approve of the mate but it is nice being able to lock a legion-mate.
Third one: 2/10 give it a skill where you retire before giving power, and if it is raptor it seems more likely to be a unit calling ability not a power based one.
Fourth one: 3/10 while it is Royals it seems more High-Beast base so give it an [ACT] that calls units instead.

No offense, but that legion has too many skills. The Draw 4 alone is already a very powerful ability, let alone with the returning your soul to your deck. Then it gains 4000 power, is a Legion unit, and gets third skill that lets you search cards from your deck for SB2.

First and foremost, you don't need to have it treat CoCo as not being in the soul, since you can just return her to the deck with the first skill anyways, so the soul would be at zero. The second issue is that it's Second and Third Skills should actually be "AUTO". Additionally, you can reword the second skill to this:
[AUTO](VC)[Counter Blast (3)]: When you ride this unit over a card named "Scarlet Witch, CoCo", if there are 2 or less cards in your soul, you may pay the cost. If you do, Draw 4 cards, choose 1 card from your soul and place it at the bottom of your Deck.
As for the third skill, Change it to this:
[CONT](VC): During your turn, if this unit is in Legion and there are no cards in your soul, this unit gets [Power]+4000 and "[ACT](VC)[Soul Blast 2] Search your Deck for up to one card named "Aspiring Meteor Witch, Komori", "Meteor Witch, Inuyama", or "Scarlet Witch, CoCo" and place it in your hand. Shuffle your Deck afterwards."

That should make the card a little more balanced. As for the mate, your wording is mostly good, but the skill could be a little more fair. I would Suggest this:
[AUTO](RC): When this unit attacks an opponent's Vanguard, if your Vanguard is in Legion, you may declare the name of an <<Oracle Think Tank>> and reveal the top card of your Deck. If the revealed card is the card you declared, choose up to one of your opponent's rearguards and retire it. Then, if the revealed card has the same name as a unit on your (VC), draw a card.

I was just giving opinion that could be used for edit. Also, Great-Nature does too much resurrection as it is when my real play-style has hand advantage. Figure I give it a skill that isn't too broken that seems more like a bermuda skill since everybody knows they love to take back every move they make and keep hand with that. Plus, it's not like OTTs with multi-draws every turn. Great-Nature does things like this daily. Ps. Legions still haven't been introduced to every clan so only inspiration we have right now is limit breaks and stuff like that. Not as easy to keep within the boundaries already laid down...
