I was thinking to myself a few days back. "What if Fuuka Kagamin is found out to be an illegal character and then get shipped back over the border? D:" Soooo to avoid that, I made these things and a small guideline thingy. Each Key character can get Side/Support characters to help make their own character have added depth.
My suggestion for limitations on this is:
1. They must stick with 1 clan and cannot mix.
2. They cannot willingly alter the flow of story or RP unless directly needed.
3. They must have a direct relation to your character other than just "I know them". Whether it be brother, sister, cousin, step-sibling or even childhood friend.
4. You may not auto rely things between your Key and Side/Support character(s). You must have them meet at home or wherever in the same field and discuss things. Like normal folk.
5. Please avoid making your Side character(s) for the sole purpose of pumping or exalting your Key character.
6. Side/Support Characters may not pursue individual stories or interact with Key characters in any fields unless it is known by whomever is involved.
7. Have fun. Get creative, don't overthink it and make someone that's just as awesome as your Key character to play with.

Example of what is I guess expected (?) of Side/Support characters:
Knowing the Key character on some sort of personal level as well as having a good amount of previous history non-related to Vanguard. Also don't make them butt into pinnacle story and/or RP moments without a very good reason. They do develop and improve, yes, but not to the point of overshadowing any Key characters.
