The council has gathered.
The meeting took place in an empty concert hall within the Magallanica nation, a structure that would be owned by the Bermuda Triangle clan. The hall was transformed into a meeting room, with a large round table in the middle, projecting images that conveyed necessary information that would go along with the topic at hand. All around the table, sat the representatives of every nation and clan, about two for each one with plaques along their tables stating their name and affiliation.
Hana sat alone in between two empty spaces. The space to her right had a plaque that read:

The one to her left was as follows:

Hana's plaque then said:

Hana began the council gathering by welcoming back the two which have recently been absent, representatives of the Gold Paladin, Ezel and Garmore. She did so with a heavy sigh.
"Our prolonged absence was all due to Garmore's slacking!" Ezel argued.
"Why is it always me? Speaking of prolonged absence, we could've nearly completely missed this whole damn thing because you were taking you sweet time doing your hair!" Garmore growled.
"You had to insult my hair you filthy wolf!?" Ezel clenched his fists.
"So you want more of a beating, huh you little cub??? Didn't get enough yesterd-" Garmore was interrupted.
"Enough, you two..." Hana commanded following up with a facepalm.
The other clans laughed at the sight, all of them sharing a comedic moment thanks to Gold Paladin, it was all off to a good start. The first to report was Cray's intelligence organization, the Oracle Think Tank led by CEO Amaterasu.
"It was normal to have small sections of Shadow Paladin, Royal Paladin, and Kagero who have yet to join the newly created ranks, but what of their commanders, Blaster Dark, Blaster Blade, Phantom Blaster Dragon, Dragonic Overlord? Of course, these warriors are one of a kind, and sightings of them would create stirs in our hearts whether they be in joy of their return or fear of their powers. Recently, there have been numerous reports of Dragonic Overlord being sighted, many feeling joy at the fact that he may have returned, though that was not the case. This Dragonic Overlord was seemingly controlled and locked down by an extraneous force, our enemy, the one that sealed the Rift. The first encounter was reported by a small reconnaissance group that was led by Spectral Duke Dragon. According to reports, Dragonic Overlord, despite manifesting in physical form was very must still sealed. The danger of this is how the enemy is now beginning to be able to use the power of our old leaders against us."
"Grr..." Dragonic Kaiser Vermillion, representative of the Narukami clan growled, having suffered a defeat from his predecessor. He stayed silent, quietly contemplating with a growing desire to become stronger.
"So the situation gets worse and worse as time passes," Hana explained, "My power alone isn't enough to break the seal. I've been training hard each day, and I've gone through lots of practice, yet..." She paused for a moment, "I realized that I can't go at all this alone, I know I am your Vanguard, but I need the power of others in order to complete this task of freeing our comrades. You all have champions that fight alongside you, we just need to find the right ones." She stood up and bowed to them, "please everyone, lend me your strength."
"HOW ABOUT MY TEAM? WE ARE MORE THAN STRONG ENOUGH. WE'LL TACKLE THROUGH WHATEVER KIND OF DEFENSES THIS SEAL HAS!!!" Juggernaut Maximum proclaimed.
"HA HA HA." Mr. Invincible did nothing in response but laugh at the giant purple maniac, even though laughing is all he kind of actually does.
"We've already come up with a process to decide which units we shall send in along with princess to break the seals." Metatron of the Angel Feathers quickly added in before Juggernaut took in the mocking laughter of the Nova Grappler representative.
Leaning back, with flowers all around her, she inquired the angel, "Oh what is it then?" The Maiden of Trailing Rose along with Auroboros Dragon, Sephiroth sat as the representatives of the Neo Nectar clan.
A figure was projected upon the screen, a bunch of lines creating something much like a tournament bracket. Well it was obvious that the fighters on Earth would play a big role in this, but at the same time, the inhabitants of Cray would also have to their best to fight for their selective champions. This was going to be a friendly competition to save their lost friends, and to some extent, not so friendly as there were the more competitive types who not only longed to save the sealed warriors, but also prove themselves to be the strongest.
"A battle royale huh?! It's time for me and my army to crush you all under my absolute power!" Amon laughed.
"Calm down..." Luquier added in a disappointed tone.
"Right, we're going to begin a battle in order to select who shall be those ones to save our comrades. This war will also take place on Earth through Vanguard." Hana's voice rang across the concert hall, "We have to make sure that we choose those who's strength has surpassed limits, as well as shown considerable progress through their trials and tribulations. The space for this is limited after all, so the competition will be tough for all of you. In the end, we shall take those that has been chosen and take them along with me in order to confront the Rift and break the seals that had been placed on Royal Paladin, Shadow Paladin, Kagero, and Bermuda Triangle."
Hana closed her eyes, and the details of the competition lay across the screen.
"This competition among ourselves will be full grueling battles and events, so be wary. Upon the agreements to these details, all nations and clans present at this current moment will have agreed to this declaration of war between all armies of Cray, a friendly skirmish to see who is fit to save the fallen, the formal beginning of The War of Liberation."
Those whom were present cheered, all with a competitive spirit, all looking to prove to one another whom is the strongest. They were all now competitors, not a single one willing to budge or give away a victory. The meeting continued on... and eventually all issues and questions were resolved. With that, it was over.
