Title: Lottery Room?

I've been trying to find data on how to get real sleeves on CFA (and there is so little data -.-) and came to the conclusion that you had to:
1.Be in the "Lottery Room".
2.Have 30 people in the room
3.Hope you get it
I still have a tiny problem; what exactly is the Lottery Room? Is it the Ice Castle Room, or the room where a random deck is made or something? Thanks in advace.

Also, is there a notification when you get a sleeve or something?

Yes, whenever any player in the ice castle receives a sleeve, his/her name along with the sleeve# is written in the chat box area.
