if meteorkaiser vikten hits can I give the +5k to a unit that is already standing?

No.  The +5k is given to the same unit that you Stand.

hmm I think I wasn't clear enough basically I mean can I say I stand an already standing unit and give it the power like with a stand trigger?

Q. When I use the ability of this card even when it is in Stand, does it get Power +5000?
A. Yes, it gets Power +5000. It is not a requirement to stand this unit to get Power +5000.

Text is similar enough and its mandatory to activate Vikten if it hits. Vikten does not have to select a rested unit, so yes it can give +5000 power to a already standing unit. Though I dunno how you wont have a rested unit when you attack with Vikten. Would like to see the japan ruling when the card is released though.
