It would be nice if there were some way for community members to help out with developing CFA with various things. With all the people who want new characters, face up vs face down cards in bind zone (for Nubatama and similar), and my personal pet peeve, making sure that the shuffler uses an accurate algorithm like Fisher Yates, it would be great if we could help submit contributions to the client, fix bugs, etc.

Well that's just it though. I think you need to talk to one of the actual mods/creators and get their opinion on the matter. Saying you'll do something and actually 'doing' it are two completely different things. People have tried, in the past, to garner attention for things like new character sprites, but then when it came down the question of "Who is going to make them?" poof, ghost town. Usually people just submit stuff in the Request board for ideas and the like or message them directly and see what they think about it.
