Yay, its about time they released this card. Though its skill is quite interesting. I like how it will be able to call a card from opponents hand as locked, but the downside is, your opponent cannot have a full field for this to go through.

But what is better is the combo with Chaos Bringer. Not only does it bring out Chaos Breaker in case you weren't able to ride it before, it also gives you an extra soul, which I really enjoy.

Im just finally happy they released it!
